In the fall of 1888, all of Baku is preparing for the visit of Tsar Alexander III. Haji Zeynalabdin Tagiyev, who has already become a famous millionaire and philanthropist and has been elected a member of the Baku City Duma, is struggling for influence and status in society, experiencing serious disputes with the city administration. At the same time, Haji's eldest son Ismail meets the general's daughter Nurjahan Arablinski and plans to marry her.
The working title of the film was "The Protector". The film is the 2nd film in a 4-part series.
