Elshan Rustamov was born in Masalli. After graduating from secondary school, he was admitted to the Technical and Construction College in Moscow (1988). After staying there for a year and a half, he returned to Baku and studied at the Drama Theater and Film Actor Department of the Azerbaijan State University of Culture and Art (1990-1995).

Since 1993, he has been an actor of the Azerbaijan State Theater for Young Spectators. At the same time, he has performed on the stages of other theaters. He is engaged in dubbing. He starred in the films of foreign producers “Russian Translation” (2006, director Alexander Chernyayev / Russia, in the role of Ali Gasim), “Student International” (2006, director Olga Perunovskaya / Russia, in the role of Zaur).
