Ilgar Fahmi (Ilgar Pashayev) was born in the village of Zira, Baku.

He studied at the Faculty of Law of Baku State University (1992-1996) and the Belarusian State University of Economics.

His works have been published in various foreign countries. His plays have been staged in theaters across the country. Since 2014, he has been the host and editor of the literary program “Majlisi-Uns” broadcast on Azerbaijani television. Since 2017, he has been a member of the jury of the “Mugham” television competition, prepared with the support of the Heydar Aliyev Foundation, and since 2019, he has been the executive director of the project.

He has been awarded the “Best Young Poet of the Year” award of the Ministry of Youth, Sports and Tourism (2003), the “Rasul Rza” literary award (2007), and the “Humay” award (2011, for the work “Collage from the History of Baku”). He worked for many years at the “Ulduz” magazine. For a while, he was a teacher of the “Creative Writing” subject at Khazar University. Currently, he teaches screenwriting at the Azerbaijan State University of Culture and Arts. He is the Secretary for Creativity of the Azerbaijan Writers’ Union.
