Vugar Alisoy (Vugar Hasanov) was born in Tartar.

He studied at the Directing Faculty of the College of Culture and Art in the Russian city of Pskov (1989-1992).

In 1997-2005, he worked as a reporter/editor at the “168 Saat” newspaper, editor-in-chief at the “1001 Manghe” newspaper, reporter at the “Veten ugrunda” newspaper, reporter at the “Alillar” newspaper, editor-in-chief at the “Kooperasiya” newspaper. He worked as an editor at Public Television (2005-2006), editor at Azerbaijan Television (2006-2011), editor-in-chief of the Author Programs and Special Projects editorial office at Culture Television (2011-2019), and was the editor, director, and project manager of numerous programs.

In addition, projects for which he was the author, editor, director, producer, and project manager were broadcast on Khazar TV, RTV, and Lider TV.

He translates from Russian and has poems and prose works.
