Tofig Abbasov was born in Tehran.

He studied at the Faculty of Journalism of Azerbaijan State University (1977-1982).

He worked as an editor, commentator, editor-in-chief, studio director in the public and political broadcasting department of the Azerbaijan State Television and Radio Broadcasting Company (1982-1993), head of the press service of the Presidential Administration of the Republic of Azerbaijan, press secretary of the President of the Republic of Azerbaijan (1993-1994), advisor on information policy and foreign relations of the Ministry of Ecology and Natural Resources (1994-1996), editor-in-chief of the international regional publication "Caspian" (1996-2005), first deputy of the "Kaspi" newspaper (2005-2006), director of the Information and Political Programs Department of Lider TV (2006-2010), head of the Information and Analytical Publications Department of the "Zerkalo" newspaper (2011-2012), founder and editor-in-chief of the "New Baku Post" (2012-2015), and senior advisor at the Baku International Multiculturalism Center (2016-2024).

He specializes in the South Caucasus region, the post-Soviet space and the Middle East. He is the author of more than 500 articles and analytical studies.

He is currently the director of the Public Political Broadcasting Studio of Azerbaijan Television.

He is an Honored journalist.

Journalist Tofig Abbasov is the brother of cameraman Adil Abbasov.
