Rovshan Mehdiyev was born in Baku.
He studied at the Wood Carving Faculty of the Art Technical Vocational School (1986-1990), and at the Economics Faculty of the Moscow State Institute of Economics and Law (1997-1999).
Since 1990, he has been working at the “Azerbaijanfilm” film studio.
He worked as an artist on the Azerbaijani set of the film “The Road to Mother” (2016, directed by Akan Satayev), produced by Kazakh filmmakers.
