Rahim Aliyev was born in Ramana settlement.

He studied at the Philology Faculty of Azerbaijan State University (1968-1973).

His first press review of Yashar Garayev's book "Our Stage and Our Contemporaries" was published in the "Azerbaijani Youth" newspaper in 1973. After that, his literary and critical articles were published in periodicals from time to time.

He was a laboratory assistant at the Nizami Institute of Literature of the Azerbaijan Academy of Sciences (1975-1976), a literary worker in the editorial office of the "Literature and Art" newspaper (1976-1978), head of the criticism and literary studies department (1978-1985), and a senior research worker at the South Azerbaijan branch of the Nizami Institute of Literature of the Azerbaijan Academy of Sciences (1988-1991). He worked as an advisor to the Presidential Administration of the Republic of Azerbaijan, as a deputy chairman of the Teleradio Company (1990-1991), was elected chairman of the Jafar Jabbarli Foundation (since 1994).

He defended his candidacy on the topic “Development trends of the lyrics of the 1970s” (1983), and his doctoral dissertation on the topic “Creative evolution of Jafar Jabbarli: method, style, genre” (1996).

He is currently a senior research fellow of the South Azerbaijan department at the Nizami Institute of Literature (since 1996).

He is engaged in literary criticism, prose and journalism.

Since 2001, he has been engaged in the study of Turkic-language hurufi texts.
