Rauf Naghiyev was born in Baku.
He studied at the Asaf Zeynalli Baku Special Specialized Music School (1962) and the Azerbaijan State Theater Institute (1967). He took a refresher course in film directing at the Mosfilm film studio (1969, course of Mikhail Romm and Ajdar Ibrahimov).
Since 1967, he has worked at the Azerbaijanfilm film studio. Previously, he worked as an assistant director and second director on feature films. Since 1974, he has been working as a film director for documentary films.
Since 1995, he has taught directing at the Republican Specially Oriented Art Gymnasium, and since 1998, he has taught film dramaturgy at the ADMİU.
State Prize Laureate Rauf Naghiyev passed away in 2021.
