Rasim Babayev was born in Baku.
He studied at the Azerbaijan State Art School named after Azim Azimzade (1945-1949) and the Moscow Art Institute named after V. Surikov (1949-1956).
He worked in the genres of painting and easel graphics. He also worked in the field of book design and illustration, drawing color illustrations for children's books. His works are in the Tretyakov Gallery (Moscow) and the Museum of Oriental Art (Moscow).
Honored Artist (1964), People's Artist (1988), and Laureate of the State Prize (1991) Rasim Babayev died in 2007.
The artist Rasim Babayev is the brother of the writer Alaviyya Babayeva.
