Rashid Behbudov was born in Tbilisi.

He sang in the school choir from childhood. In 1933, he entered the Railway Technical School.

During his studies, he worked in a student amateur orchestra. He was a soloist in one of the Tbilisi pop groups. He was a soloist in the Armenian State Jazz Orchestra. In the 30s, he sang solo in the choir scenes of classical operas at the Armenian State Opera and Ballet Theater. He was a soloist of the Azerbaijan State Philharmonic (1946-1956), intermittently a soloist of the Azerbaijan State Opera and Ballet Theater (1953-1960), and the organizer and director of the Azerbaijan State Concert Ensemble (1957-1959).

Since 1966, he organized the Azerbaijan State Song Theater, which organically combined various genres of music and pop art such as jazz, ballet, and pantomime, and was its soloist and artistic director until the end of his life.

Honored Artist (1946), People's Artist (1951), People's Artist of the USSR (1959), laureate of the USSR (1946) and Azerbaijan (1978) State Prizes, Hero of Socialist Labor (1980), People's Artist of Dagestan, Honored Art Worker of Georgia (1977) Rashid Behbudov died in 1989 and was buried in the Alley of Honor.
