Ramiz Rovshan (Ramiz Aliyev) was born in the village of Amirjan in Baku. Originally from the village of Teymur Muskanli in the Gubadli district.

He studied at the Faculty of Philology of Azerbaijan State University (1964-1969), the scriptwriting department of the Higher Directing and Screenwriting Courses in Moscow (1976-1978). He worked as an editor at the satirical film magazine studio "Mozalan" (1971), a screenwriter at the scriptwriting workshop of the film studio (1974-1975), a member of the scriptwriting editorial board (1979-1987), editor-in-chief of the film studio (1987-1992), editor-in-chief of the Azerbaijan Translation Center (1992-2020).

He is a member of the Board of Directors of the Azerbaijan Writers' Union, the Board of Directors of the Azerbaijan Film Directors' Guild, and the Coordination Council of the World Poetry Movement (WPM). Films have been made based on his scripts. His poems and stories have been translated and published abroad.
He is the recipient of the "Turkish World Science, Culture and Art Award" (2013), the "Eurasian Legend" award of the Eurasian Academy (2019).

He is a People's Poet (2019).
