Ramiz Mustafayev was born in the city of Cherchou, Turkmenistan. A year later, he moved to Baku with his family.

He studied at the Acting Department of the Azerbaijan State Theater School (1941-1943), the Vocal Department of the Azerbaijan State Conservatory (1948-1953, Bulbul's class) and the Composition Department (1953-1957, B. Zeydman's class).

He began his career as an actor at the Young Spectators Theater (1942). He was an actor at the Azerbaijan State Drama Theater (1943-1948). From 1948 until the end of his life, he worked as a choirmaster, editor-in-chief and artistic director in the choir collective of Azerbaijan Radio, then television and radio. He was the secretary of the Azerbaijan Composers' Union (1968-1973).

As a composer, various genres of music were reflected in his work. He addressed all genres except ballet. The composer is the author of 6 operas ("Vagif", "Polad", "Aydin", "Shirin", "Khan and the Farmer", "Ters kechi"), 6 musical comedies, 9 oratorios, cantatas, 8 symphonies, more than 300 songs and romances, and instrumental works of various genres.

Honored Artist (1973), People's Artist (1987), laureate of the "Shohrat" Order (2001), associate professor (1982), professor (2001) Ramiz Mustafayev died in 2008.
