Ramiz Babayev was born in the Amirjan settlement of Baku.

He studied at the Cinematography School in Odessa (1959-1962), and at the Faculty of Energy of the Azerbaijan Oil and Chemistry Institute, specializing in Electrical Transmission and Automated Devices (1963-1969).

Since 1957, he has been working as an assistant cameraman at the “Azerbaijanfilm” film studio. He was a cameraman for scenes set in many films and starred in episodic roles as an actor. In 1990, he was elected a deputy from the Amirjan settlement.

Ramiz Babayev died in 1994.
