Polad Bulbulogglu (Polad Mammadov) was born in Baku.
He studied at the Azerbaijan State Conservatory (1968, class of Gara Garayev).
He served as the director and artistic director of the Azerbaijan State Philharmonic (1987-1991), the Minister of Culture of the Republic of Azerbaijan (1991-2006), the Secretary General of TURKSOY (1993-2008), the Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Russia (2004-2024).
He is a deputy of the Milli Majlis of the Republic of Azerbaijan of the I (1995–2000) and VII (2024-....) convocations.
He has repeatedly won the All-Union television competitions. He is known as a composer of songs and a performer of his own songs. He is the author of film and stage music, symphonies, and symphonic poems.
He was the composer of the film “Let Him Stay with Us” (1974, directed by Irina Tarkovskaya / Russia), shot by foreign filmmakers, and an actor in the film “Park of the Soviet Era” (2006, directed by Yuli Gusman, cameo role / Russia).
Honored Artist (1973), People's Artist (1982), Honored Artist of Dagestan (2015), People's Artist of Turkmenistan (2017), People's Artist of Uzbekistan (2024), People's Artist of Bashkortostan (2024). He was awarded the Orders of “Independence” (2005), “Honor” (2015) (2015), and the Order of “Heydar Aliyev”, the highest order of Azerbaijan (2020).
Composer Polad Bulbuloghlu is the son of singer Bulbul.
