Ogtay Babazadeh was born in Baku.
He studied at Azerbaijan State University (1968) and the Leningrad State Institute of Theater, Music and Cinematography (1979).
Since 1959, he has been working at the State Television and Radio Broadcasting Company, and is a director of the highest rank. His directorial filmography includes more than 150 feature, musical, and documentary films. His films have repeatedly been awarded prizes at various international festivals.
He taught at Baku State University and the Azerbaijan State University of Culture and Arts.
He is an Honored Artist (2000).
