Omur Naghiyev was born in Baku. He studied at the Faculty of Film and Television Directing of the All-Union State Institute of Cinematography in Moscow (1975-1979).
Since 1972, he has worked at the "Azerbaijanfilm" film studio. He worked as an actor in the theater studio operating under the "Azerbaijanfilm" film studio, as an actor at the St. Petersburg State Theater (1980), the Baku Municipal Theater (1995-1997), and as a director on Azerbaijani television.
Since 2005, he has been an actor at the Azerbaijan State Russian Drama Theater.
He starred in the film produced by foreign filmmakers, "How the Second World War Began" (1971, Poland), as Captain W, in the film "Appearance on the Ganges" (1975, directed by Latif Fayziyev, Tajikistan, Uzbekistan, India) as Nikhales, and in the film "Chavus Gadban" (1976, Oman Arab Republic).
Honored Artist Omur Nagiyev died in 2013 and was buried at the Hovsan Cemetery.
Director and actor Omur Nagiyev was the husband of actress Nasiba Eldarova.
