Ogtay Kazimi (Ogtay Kazimov) was born in Astara.

He studied at the choir-conducting faculty of the Asef Zeynalli secondary specialized music school (class of Haji Khanmammadov), at the Baku Music Academy (1958-1962, composition class of Jovdat Hajiyev).

He worked as a teacher (1966-1967) and head of the department at the Sumgayit music technical school. He organized the "Eksperiment" pop orchestra in Sumgayit. Later, he worked as a music editor at the philharmonic society and taught at the folk instruments faculty at the Asef Zeynalli secondary specialized music school. While studying at the music school, he composed his first song called "Lucky Children". Many of his songs are famous. He is the author of operettas and symphonic works. He is the author of the first rock opera in Azerbaijan.

Honored Artist (1992), People's Artist (2006) Ogtay Kazimi died in 2010.
