Mukhtar Maniyev was born in Baku. He studied engineering at the Azerbaijan State Petrochemical Institute and the Azerbaijan State Institute of Arts.
He worked as a director at the Radio and Television Broadcasting Committee (1962-1972), an actor at the “Azerbaijanfilm” film studio (since 1972).
In the last years of his life, he worked in the “Unfading Stars” Association.
He played the role of Kadorez in the film “Earthly Boy” (1971, directed by Yuri Dubrovin), a production of Belarusian cinematographers. Honored Artist (1982), People's Artist (2000) Mukhtar Maniyev died in 2016 and was buried in the cemetery of the Gala settlement.
