Mobil Babayev was born in Ganja.
He studied viola and composition at the Bulbul Secondary Specialized Music School (1953-1964), and in the viola class of the Azerbaijan State Conservatory (1964-1972).
He began composing music while studying at school. Since 1973, he has worked as a music editor and editor-in-chief at the "Azerbaijanfilm" film studio. The song "Faithful Friend" won first place at the "Vilnius Castles" international song contest (1974, Vilnius). He is considered the creator of two new musical genres: concert for alto and orchestra and concert for pop orchestra.
