Khagani Savalan (Khagani Hashimov) was born in Kalbajar.

He studied at Baku State University.

He worked on Azerbaijani television (2000-2005). He was a co-founder and director of Ritm Production, founder of the film magazine “CineMAN”, president of the company “Tayfun-S” (1995-2000). He is currently the president of the “Azerbaijan International Filming Company” (since 2012).
