Jamil Guliyev was born in Shusha.

He studied at the Faculty of History of Moscow State University named after M. Lomonosov.

 He worked as a teacher, professor (1952-1972), rector (1989-1990) of Azerbaijan State University, deputy director for scientific affairs at the Institute of Party History (1958-1972), director of the Institute of History of the Azerbaijan Academy of Sciences (1972-1978), editor-in-chief of the Azerbaijan Soviet Encyclopedia (1975-1988), vice-president-president of the Azerbaijan Academy of Sciences (1976-1990), academician-secretary of the Department of Social Sciences of ANAS (1997-2001), editor of the "Nakhchivan Encyclopedia" (1999-2002), member of the Presidium of ANAS (2001-2007).

He has published more than 300 scientific works.

Jamil Guliyev, Doctor of Historical Sciences, Professor, Laureate of the State Prize (1974), Laureate of the Orders of "Shohrat" (2000) and "Istiglal" (2005), Honored Scientist (1982), passed away in 2010.
