Jamil Guliyev was born in Baku.

He studied at the Film Directing Faculty of the All-Union State Institute of Cinematography (1980-1985, workshop of A. Alov and V. Naumov).

Since 1985 he has worked at the "Azerbaijanfilm" film studio. Since 1988 he has been teaching at the Azerbaijan State Institute of Arts. He was the head and associate professor of the Department of Cinema and Television Arts of the Azerbaijan State University of Culture and Arts (1998-2006), director of the International Audiovisual Festival (2000-2005), director of the Azerbaijan State Film Fund (2007-2013), director of the AzTV Culture Channel (2011-2013), executive secretary of the Union of Cinematographers of the Republic of Azerbaijan (2012-2024), general director of the Public Television and Radio Broadcasting Company (2013-2018), head of the Film Recording, Promotion and Distribution Sector of the Cinematography Department of the Ministry of Culture (2018-2019), director of the "Azerbaijanfilm" film studio (2019-2020).

He is currently the director of the Azerbaijan State Film Fund.

He was awarded the "Humay" National Award (1998), the "Zirve" Award (2010), and the 3rd degree "For Service to the Fatherland" Order (2018).

Honored Artist (2005), Professor of the Azerbaijan State University of Culture and Arts.

Director Jamil Guliyev is the son of Professor Elshad Guliyev.
