Islam Rzayev was born in the village of Sardarli in the Fuzuli region.
He studied at the Azerbaijan State Musical College named after Asaf Zeynalli (1951-1956, Seyid Shushinsky's class), and the Azerbaijan State Institute of Arts (1976).
In 1958, he began his career as a soloist of the Azerbaijan State Philharmonic. On his initiative, the first State Mugham Theater was established in Baku in 1989. He worked as the artistic director of the Mugham Theater until the end of his life. The mugham dasgahs he sang "Chahargah", "Bayat-Kurd", "Mahu-Hindi", "Rast" were included in the television fund. In his work, he also turned to composers' works, performing the solo part in the cantatas of Jahangir Jahangirov "Nasimi", "Ashig Ali" and others. He composed several songs, among which the songs "Gel inad etme", "Daglar bashi", "Almaderen" became widely known.
He was also engaged in pedagogical work. He trained about 120 young performers.
Honored Artist (1967), People's Artist (1989), laureate of the "Shohrat" Order (2004) Islam Rzayev died in 2008 and was buried in the II Alley of Honor.
