Isa Najafov was born in the Oghlangala village of Sharur.

He studied at the Faculty of Law of the Azerbaijan State University (1979).

He worked as an investigator, investigator on important cases, assistant prosecutor, department prosecutor, and department prosecutor in the Prosecutor's Office of the Republic of Azerbaijan (1979-1993). He worked as the Prosecutor of the Nakhchivan Autonomous Republic (1993-1995), First Deputy Prosecutor General of the Republic of Azerbaijan (1995-2000). In 2002, he was appointed a judge of the Constitutional Court of the Republic of Azerbaijan.

He is the author of two books. He organized the translation and publication of the works of the famous philosophers of the Middle East and Greece, Cicero, Plato, Ghazzali, Eynalguzad Hamadi, Al-Farabi, Mansur Hallaj, Sarraj Tusi, Al-Kindi, Ibn Sina, etc. in Arabic, Persian, Greek, and Russian into Azerbaijani.
