Isa Huseynov (Mughanna) was born in the village of Muganli in Agstafa.
Although he entered the Azerbaijan Medical University (1945), he returned to the village after 4 months. Later, he studied at the Philology Faculty of Azerbaijan State University and the Gorky Literary Institute in Moscow (1952).
He worked as the editor of the Literature Department at “Azernashr” (1952-1954), the head of the prose department at the “Literature Azerbaijan” newspaper (1960-1964), the editor-in-chief at the “Azerbaijanfilm” film studio (1964-1968), editor (1968-1974), member of the Script Council (1974-1979), and the editor-in-chief at the Azerbaijan Cinematography Committee (1979).
He began his literary activity in 1949 with the essay “In the Place Where the Native Language is Read” published in the “Ingilab ve Madaniyyet” newspaper. He is the first laureate of the "Nasimi" Prize established by the Azerbaijani Youth Union in 2012. He was awarded the Order of "Independence" (1998).
Honored Artist (1976), People's Writer (1988) Isa Huseynov died in 2014 and was buried in the Alley of Honor.
