Ilyas Mirzayev was born in Baku.

He studied at the Bulbul Secondary Specialized Music School and the Faculty of Composition of the Azerbaijan State Conservatory (Cevdat Hajiyev's course).

Among his works are 2 pieces for jazz orchestra: “Blue, red, green”, “The flight in the dreams and reality” (1990); sonata for flute and piano (1991); “A small gift for I.Bakh's birthday” for 4 trombones (1992); music for symphony orchestra (1994); “Mystic Symphony” for ney and symphony orchestra (1999); sonata for violin and piano “2000-ci il” (2000); concert-poem for violin and orchestra (2000), compositions for jazz ensemble (1990–2001).

He currently lives in Turkiye and Germany.

Composer Ilyas Mirzayev is the son of composer Musa Mirzayev.
