Ilhama Guliyeva was born in Lankaran.
She studied at the Azerbaijan State University (1964).
She was a soloist of the Azerbaijan State Television and Radio Broadcasting Company Variety Orchestra (1965-1970), the Azerbaijan State Philharmonic (1970-1980), the Azerbaijan State Touring-Concert Union ("Azkonsert") (1980).
Honored Artist (1982), People's Artist of Azerbaijan (1998) and Dagestan (2008), laureate of the orders "Shohrat" (2002) and "Sharaf" (2013). Ilhama Guliyeva died in 2016 and was buried in the II Alley of Honor.
Singer Ilhama Guliyeva is the daughter of singer Tukezban Ismayilova.
