Hikmet Ziya (Hikmet Efendiyev) was born in Sheki.

He studied at the Journalism Department of the Philology Faculty of Azerbaijan State University (1947-1952).

He worked as a literary worker, head of the literature and art department in the editorial office of the “Azerbaijan Pioneri” newspaper (1952-1969), head of the poetry department in the editorial office of the “Göyärçin” magazine (1969-1984), and executive secretary (1984). He was a member of the artistic council of the satirical film magazine “Mozalan”, the All-Union Council of Children and Youth Literature, and the editorial board of the magazines “Azerbaijan Pioneri” and “Literary Azerbaijan”.

He began his literary career in 1952 with his first poem “Gegola” published in the “Azerbaijan Pioneri” newspaper. His first satirical poems and books were published under the signature of Hikmet Efendiyev. The plays "The Trial" and "Twin Brothers" were staged. Music was composed for their librettos and poems.

Hikmet Ziya, an outstanding educator (1978), an honored artist (1986), died in 1995.
