Hafiz Akbarov was born in the village of Khanlarkand, Saatly region.
He studied at the Azerbaijan State Institute of Arts (1962-1968). He completed a refresher course at the Soyuzmultfilm film studio in Moscow (1972).
He began his career as the artistic director of the House of Culture in the Badamdar settlement. He worked as an assistant director and director of animated films at the Azerbaijanfilm film studio (1968-1993). He was the artistic director of the Animation Union (1979-1982). He created the "Azerbaijan" cooperative under the "Azerbaijanfilm" film studio and shot several commercials and documentaries (1989-1991).
He was awarded the "Golden Boat" (Gizil gayig) award for his contribution to Azerbaijani animation at the III Animafilm International Animation Festival (2020).
Hafiz Akbarov died in 2022.
