Fehruz Shamiyev was born in Jabrayil.
He studied at the Azerbaijan State University of Culture and Art (2000, magistracy-2002).
He worked as deputy editor-in-chief at the “Kino+” newspaper (2004-2007), head of the Cinema and Theater sector at the “Madaniyyet” (Culture) newspaper (2008-2010). He is the chairman of the “Cinema” Young Cinematographers Center (since 2004), director of the ÖZ film company and head of the Baku Film Institute (since 2013).
He is one of the founders and head of the Baku International Film Festival, which is held regularly in Azerbaijan (since 2005).
He has participated as a member of the jury at many international festivals.
