Fazil Salayev was born in Baku.

He studied at the Baku Art College named after Azim Azimzade and the Azerbaijan Theater Institute.

He had a passion for writing and posing since childhood, and at the age of 4 he wrote his name on the back of a photograph for the first time. He worked as a teacher in high school for a while. At the same time, he worked as a designer-artist at the "Azerbaijan" publishing house. He worked at the Academic National Drama Theater and the Musical Comedy Theater. In the years when he was leaving "Azdrama", he managed to create various types in the satirical film magazine "Mozalan". He appeared on the television program "Journey to the World of Comedies". He became more famous as a film actor.

Fazil Salayev died in 1978 and was buried in the Yasamal cemetery.
