Elkhan Aliyev was born in Jabrayil.

He studied at the Cinematography Department of the All-Union State Institute of Cinematography.

He began his career in 1964 at the “Azerbaijanfilm” film studio, and worked for a long time in the studio’s documentary and chronicle film studio. He made more than 80 documentary and scientific-popular films. At the same time, he filmed Heydat Aliyev’s visits to the republic’s regions and meetings with foreign delegations at the central committee.

In 1993, he was accepted as a senior advisor to the Information Department of the Ministry of Foreign Affairs. He worked at the Embassy of the Republic of Azerbaijan in the Arab Republic of Egypt (1999-2003) and the Embassy in Ukraine (2009-2012). He was awarded the medal “For Distinction in Civil Service”.

Elkhan Aliyev died in 2018.
