Elmira Rahimova was born in Baku.

She studied at the Azerbaijan State Music College named after Asaf Zeynalli (1965) and the Azerbaijan State Institute of Languages ​​(1970).

Since 1956, she has been a soloist of the Azerbaijan State Philharmonic and the Azerbaijan Television and Radio Broadcasting Company. In the late 1950s, she became known as a performer of Indian songs. At the invitation of Indian Prime Minister Jawaharlal Nehru, she visited India and studied Indian songs and dances. She lived in India for some time. She performed the songs of Azerbaijani composers with unique skill. She has performed with concert programs in more than 60 countries of the world.

She is a People's Artist (2000).
