Elchin Huseynbayli was born in the village of Mahmudlu, Jabrayil.

He studied at the Faculty of Journalism of Moscow State University (1989). He graduated from the "Human Rights Summer School" in Warsaw (1997).

Since 1999, he has worked in various media outlets, including Radio Liberty, where he created the radio's Baku bureau. He worked as the editor-in-chief of the magazine "Ulduz" (2004-2014), the editor-in-chief of the "Literature Newspaper" (2014), and the advisor to the chairman of the Azerbaijan Writers' Union (2014). He is the secretary-general of the Congress of Literary Magazines of the Turkic World, the coordinator and editor for Azerbaijan of the magazine "South Caucasus" published in Russian. He is the secretary of the AYB (2021).

He is the author of numerous books, essays, and fiction articles.

He was awarded the "Best Prose Work Named After Yusif Samadoglu" (2001), "Humay" (2007) and "Golden Word" (2009) awards.

He is an Honored Artist (2019).
