Anvar Alibayli (Anvar Alibayov) was born in Baku.

He studied at the Medical Technical School, the Labor Faculty of the Azerbaijan State University, and the Philology Faculty of the Azerbaijan State Pedagogical Institute.

From 1938 until the start of World War II, he worked at the Azerbaijan Radio. He graduated from the Artillery Military School in Tbilisi and volunteered to go to the front with the rank of lieutenant. From the first days of World War II, he was the commander of an artillery battery in the army. He went through a difficult combat path in the 416th Taganrog Rifle Division. He participated in the liberation of the Caucasus and Ukraine, was awarded orders and medals. After being seriously wounded in 1944, he returned to Baku and continued his creative work. He was a responsible secretary in the magazine "Vatan ughrunda", an instructor in the Central Committee of the Communist Party of Azerbaijan, an editor of the magazine "Tabligat", the newspaper "Adabiyyat", a department head in the magazine "İngilab ve madaniyyat", and the chairman of the Azerbaijan Radio and Television Broadcasting Committee (1964-1968).

His first book of poems called "Garangush" was published in 1947. His books have been published. Music has been composed for his poems.

Honored Artist Anvar Alibayli died in 1968 and was buried in the Alley of Honor.
