Anar Rzayev (Anar) was born in Baku. He studied at a 10-year music school (1946-1955, now the Bulbul School), the Philology Faculty of Azerbaijan State University (1964), and the Higher Directing and Screenwriting Course of the All-Union State Institute of Cinematography (1970-1972).

He began his literary career in 1952.

His plays were staged in all theaters of Azerbaijan, in the cities of Moscow, Kazan, Chisinau, Tashkent, as well as in Poland, Bulgaria, Armenia, Turkmenistan, Kyrgyzstan and other cities of Russia. 

Songs were composed to his words.

He translated poems by foreign authors into Azerbaijani.

In 1991, Anar was given the honor of opening the first session of the Milli Majlis of Independent Azerbaijan.

In 1995 and 2000, he was elected a member of the Milli Majlis. He chaired the culture commission in the Majlis.

He is a member of the Constitutional Commission of the Republic of Azerbaijan.

He is the chairman of the Azerbaijan Writers' Union (since 1991).

Based on his scripts and works, foreign filmmakers have made films such as "Every Evening at Eleven" (1969, directed by Samson Samsonov / Russia), "Old Actor" (2004, directed by Fevzi Tuna), and "And the Telephone" (Turkey).

He received the State Prize for the play "Summer Days of the City" (1980).

He is an Honored Artist (1976), People's Writer.

He was awarded the "Independence" (1998), "Shohrat", "Sharaf" orders, the "Heydar Aliyev Award", and the "Humay" award.

Writer Anar Rzayev is the son of poet Rasul Rza and poet Nigar Rafibeyli.
