Ismayil Omarov was born in the village of Kvemo-Bolnisi (Kepanekchi village) of the Bolnisi region of the Borchali district of Georgia.

He studied Political Science at the Faculty of Journalism of Azerbaijan State University (1971-1976) and at the Baku Institute of Social Management and Political Science.

In 1976, he began his career at the Azerbaijan State Television and Radio Broadcasting Company, rising from a junior editor to the editor-in-chief in the editorial office of "Social and Political Programs". He was the author and host of the social and political programs "Blockade", "The Tragedy of the Century", "Bloody January", "Karabakh Knot".

He was the General Director of the Public Television and Radio Broadcasting Company (2005-2013).

In 2000-2005, he was a deputy of the Milli Majlis.

He is a laureate of the "Golden Pen" and "Araz" awards, and an Honored Artist (1998).
