Elchin Mammadov was born in Baku.

He studied at the Faculty of Art of the Azerbaijan State Institute of Arts, specializing in Light Industry Painting (1967-1973).

In different years, he worked as an artist at the Artistic Production Combine of the Union of Artists, in the editorial office of the "Vyshka" newspaper, and as a chief artist at the State Musical Comedy, Opera and Ballet Theaters. From 1989 until the end of his life, he worked as a chief artist at the Academic National Drama Theater. For the first time, he was an artist for the play "My Brother Plays the Clarinet" staged by Azerpasha Nematov at the Young Spectators Theater. Later, he worked mostly with his father Mehdi Mammadov. He was an artist in more than 100 performances in all theaters operating in Baku, as well as in Moscow, Arkhangelsk, and Serebrovsky.

He was a laureate of the State Prize for the play "Iblis" staged by Mehdi Mammadov (1984).

Honored Artist (1991) Elchin Mammadov died in 2001.

Actor, artist Elchin Mammadov is the son of actress Barat Shekinskaya and director, actor Mehdi Mammadov.
