Dinara Garakmezli was born in the village of Sarvan, Marneuli region of Georgia. In 1963, she moved to Baku with her family.

She studied at the Poetry Faculty of the Maxim Gorky Moscow Literary Institute (1969-1974).

She worked as a clerk, tabulator and book base worker at "Azerkitab" (1966-1969), a correspondent in the editorial office of the "Molodoj Azerbaydzhana" newspaper (1974-1977), at the "Azerkinovideo" Production Association and at the "Azerbaijanfilm" film studio (1977-2001).

During her working years, she was the editor of dozens of documentary and feature films. She began her artistic career in 1967. Her poems, translations and essays were published in periodicals and almanacs. She is the author of the books "Salam" (1978), "When the Birds Wake Up" (1987), and "The Taste of Figs" (2005). 

She is an Honored Worker of Culture (2009).
