Aghabey Sultanov was born in Baku.
He studied at the Faculty of Treatment and Prevention of the Azerbaijan Medical Institute (1960), at the postgraduate course of the Moscow Scientific Research Institute of Psychiatry (1964-1967), defended his dissertations and received the titles of Doctor of Philosophy (1967), Doctor of Sciences (1972).
He began his professional career as a doctor at the Republican Psychiatric Hospital No. 1. From 1968 until the end of his life, he worked in various positions at the Department of Psychiatry of the Azerbaijan Medical University, and since 1990 he has been the head of the department. He is the author of 4 textbooks and monographs on various problems of psychiatry, and about 300 scientific articles.
Honored Scientist, Professor, Full Member of the Azerbaijan National Academy of Sciences, World Federation of Psychiatrists, UN Coordinator for Psychiatry in Azerbaijan, laureate of the Academician Yusuf Mammadaliyev Prize and the "Humay" Prize, Chief Psychiatrist of the Republic Aghabey Sultanov passed away in 2007.
