The Public Television and Radio Broadcasting Company was established in accordance with the Decree of the President of the Republic of Azerbaijan dated November 5, 2004 on the application of the Law of the Republic of Azerbaijan "On Public Television and Radio Broadcasting". According to that Decree, the 2nd channel of the Azerbaijan State Television and the 1st channel of the Azerbaijan State Radio, together with all their property and equipment, were transferred to the Broadcasting Council of Public Television and Radio Broadcasting for the establishment of the Public Television and Radio Broadcasting Company.
By the decision of the National Television and Radio Council dated August 22, 2005, the Public Television and Radio Broadcasting Company was granted a special permit (license) for television broadcasting, and Public Television began operating on August 29 at 17:00.
The Broadcasting Council of the Public Television and Radio Broadcasting Company consists of 9 members.
The Director General is the official who coordinates the creative and business activities of the public broadcaster, makes decisions on issues assigned to his authority by this law, and is responsible for the organization of broadcasting activities as a whole, and is elected by the Broadcasting Council for a term of 4 years.
Public Television has been a member of the European Broadcasting Union (EBU) since 2007 and has been broadcasting the Eurovision Song Contest since May 2008.
Public Television was rebranded from 00:00 on the night of May 27-28, 2013.
Since 2018, the name of the information program "Carçı" has been changed to "İTV Xəbər".
Public Television was rebranded on the night of December 31, 2018 to January 1, 2019, in the first second of the new year.
On the night of December 31, 2020 to January 1, 2021, the rebranding of Public Television was carried out in the first second of the new year.
On January 28, 2022, it switched to HD broadcasting format on the "Azerspace-1" satellite.
On September 23, 2023, the number of viewers on Public Television's "YouTube" channel reached 1 million.
The TV channel is broadcast 24 hours a day throughout the territory of the Republic of Azerbaijan, the total volume of weekly broadcasting is 168 hours (100%).
65 percent of the total airtime is made up of programs produced in the country, 30 percent are programs produced abroad, and 5 percent are programs produced by private production.
On August 4, 2014, at 17:00, it switched to 16:9 (widescreen) broadcasting format.
It started broadcasting in HD in May 2012, and stopped broadcasting at the end of August of the same year. On October 16, 2017, it returned to HD broadcasting with its own unique logo.
For a while, the “Çarcifilm” Creative Union operated under the Public Television.
