Vusal Mehraliyev was born in Ismayilli. He studied at the Faculty of Cinema and Drama Acting of the Baku Cultural and Educational Technical School named after Ahmad Javad.

Since 1997, he has been working at the Young Spectators Theater.

Since 2016, he has continued his education in acting at the Boris Schukin Theater Institute in Moscow.

In 2022, he is the chief director of the Mingachevir State Drama Theater.
