Vagif Behbudov was born in Baku.
He studied at the St. Petersburg State University of Cinema and Television (1956-1961).
Since 1962, he has been working at the Azerbaijan Television and Radio Broadcasting Committee. He laid the foundation for the production of animated films on Azerbaijani television. He has worked on television for a long time.
He is a laureate of the “Humay” National Prize and the State Prize, and is a People's Artist (2000).
