Ulviyya Babirli (Ulviyya Valiyeva) was born in Baku.

She studied composition at the Baku Music Academy. She has a PhD in art history.

She worked on public television (2013-2023). Since 2023, she has been the chairman of the Public Union of Cultural Volunteers. Since 2025, she has been the director of the Azerbaijan State Song Theater.

Composer Ulviyya Babirli is the wife of composer Babir Babirli.
