Turkan Mehtiyeva (Turkan Mehralıyeva) was born in Baku.

She studied Accounting at the Baku Business and Cooperation College (2010-2013).

She worked as an editor at the "Qanun" Publishing House (2014), and as a screenwriter at Khazar TV (2017-2023). Her articles have been published on the websites Kulis.az, Avangard.net, and Manera.az.

Screenwriter Turkan Mehtiyeva is the sister of screenwriter Konul Alasova.
