Teymur Hajiyev (Teymur Shahinoghlu) was born in Baku.

He received a bachelor's degree in Economic Cybernetics from Baku State University and an MBA from West Texas A&M University.

Before entering the film industry, he worked as a marketing director for several companies. In 2013, he founded the company "Fıl Production". In 2014, he was accepted into the "Locarno Summer Academy" training program. He was awarded the AKI's "For Commitment to Artistic Ideals" award (2020).
