Talat Rahmanov was born in Baku.
He studied at the Baku Theater Technical School.
He worked for a long time at the "Azerbaijanfilm" film studio.
He played the role of an officer in the Russian-made film "My Kind Father" (1970, directed by Igor Usov).
Talat Rahmanov died in 1995 and was buried in the Yasamal cemetery.
