Shukufa Yusupova was born in Baku. She studied at the Acting Faculty of the Azerbaijan State Institute of Arts (1975, Mehdi Mammadov's course). As a student, she performed the role of Tatyana in the play "Insan" (Samad Vurgun) at the Academic National Drama Theater in 1974. Since 1976, she has been an actress at the Academic National Drama Theater. She has also performed roles at the Ibrus Theater. She starred in the role of a teacher in the film "Broken Bridges" (1996, directed by Rafig Puya) by US film producers.

She was awarded the "Artist" medal (2024). Honored Artist (1991), People's Artist (2005), laureate of the "Shohrat" order (2014).
