Seyfulla Mustafayev was born in Baku.
In 1991, together with Vahid Mustafayev and Mirshahin Aghayev, he founded Azerbaijan News Service (ANS). He was the chief producer (1997-1998), general director (2002-2004) of ANS Independent Broadcasting and Media Company, and vice president for strategic planning of ANS Group of Companies (2001).
Journalist Seyfulla Mustafayev is the brother of journalist Chingiz Mustafayev and director Vahid Mustafayev.
