Sarvar Rashidoghlu (Sarvar Guliyev) was born in Balakan.

He studied at the Cinematography Department of the All-Union State Institute of Cinematography (1984).

In 1979, he began working as a worker at the “Azerbaijanfilm” film studio. Later, he worked as an assistant cameraman, second cameraman, and cameraman at the “Chronicle, Documentary Films” studio (1980-2000). Since 2000, he has worked at Lider television. Currently, he is an employee of Azerbaijan television.
